NOTICE OF REGATTA
1. Organizing Authority
The Organizing Authority is the Lake Pontchartrain Racing Circuit Committee consisting of Southern Yacht Club, New Orleans Yacht Club, Pontchartrain Yacht Club and Tammany Yacht Club.

Races will be governed by The Racing Rules of Sailing (RRS) 2005-2008, including U.S. Sailing Prescriptions. The LPRC Sailing Instructions shall govern in the event of conflict. Special rules govern the Non-Spinnaker Fleet.
4. Advertising
The regatta is designated Category “C” in accordance with RRS 79 and Appendix 1; any competitor wishing to display advertising in accordance with Category “C” must coordinate prior to October 21, 2006 with the Regatta Chairman, Karen Reisch at (985) 727-2869.
5. Eligibility
5.1 The regatta is open to PHRF rated boats skippered or owned by a member of a bona fide U.S. Sailing Association Member Yacht Club or a member of a Yacht Club or Sailing Organization recognized by the U.S. Sailing Association
5.2 Boats must be single hulled, self-righting, watertight sailing vessels with enclosed cabins and self-bailing cockpits. Boats shall not be less than 22 feet in length overall. Boats shall have a PHRF rating that is not less than –15 nor greater than 249.
5.3 Boats must
have a valid PHRF rating certificate issued by the GYA PHRF Rating
Committee. The LPRC Committee must be
provided with a valid PHRF or class certificate no later than
5.4 Crew Limits on all boats are limited to a maximum crew, indicated on the GYA PHRF certificate as “recommended crew limit” or an unlimited number of crew with a maximum total crew weight of 180 pounds multiplied by the recommended number-of-crew limit. Boats sailing with a class certificate must comply with their respective class rules.

6. Registration and Entry

completed entry form, valid PHRF rating certificate, and a check for $125.00 to

(NOTE: The Non-Spinnaker Fleet will sail one custom course race on each of Saturday, October 28, Saturday, November 4 and Sunday, November 5 and the distance race on Sunday, October 29, for a total of four races).
There shall be no make-up races.
8. Fleets and Divisions
There shall be two separate fleets: Spinnaker and Non-Spinnaker.
Boats will be separated into classes to provide adequate competition.
9. Courses
Spinnaker Fleet: Six custom course races and one distance race.
Non-Spinnaker Fleet: Three custom course races and one distance race.
10. Scoring
In determining the series winner of each class, Appendix A, Paragraph A2 and the Low Point System of Paragraph A4 of the Racing Rules of Sailing will apply as altered herein. In the Spinnaker Fleet, if less than seven (7) races are completed, each boat’s total score will be the sum of her scores for all races (Alters A2). If seven (7) races are completed, one buoy race shall be discarded. (The distance race may not be discarded). In the Non-Spinnaker Fleet, each boat’s total score shall be the sum of her scores for all races (Alters A2).
11. Awards
First, second
and third place awards will be given in each class for each day and for the
regatta. Daily trophies and Boat of the Day trophies will be awarded at the end
of each day’s racing at the Club where the races ended and is
scheduled for approximately 90 minutes after the Committee boat docks.
Best
Spinnaker Boat and Best Non-Spinnaker Boat of the Regatta will be awarded
on Sunday, November 5. All races will
count (this alters rule A2 of Appendix A), except as noted here. In the event
that all classes in the Spinnaker fleet do not finish a race due to time limits
or a race is abandoned, that race will not count in determining the Best Spinnaker
Boat of the Regatta. The same exception will apply to the Non-spinnaker fleet.
Failure of one fleet to finish will not affect the other fleet.
12. Time Allowances
Time allowances will be computed in accordance with the applicable valid GYA PHRF Certificate and the course distance established by the race committee. The distances calculated by the race committee are not subject to protest or request for redress.
13. Special Rules for
Non-Spinnaker Fleet
13.1 Only one headsail may be carried at any time except when changing headsails. The Non-Spinnaker fleet may use a headsail that is roller furling, a headsail that is attached with a twin foil headstay or a headsail that is hanked to the headstay with hanks no further apart than 48 inches. Whisker poles must be affixed to the mast. No spinnaker may be carried. No bloopers may be carried. No poleless spinnaker or gennaker may be carried. Staysails are permitted; however, the tack must be attached no less than 1/3 the distance of the "J" measurement behind the jib tack point. The distance behind the jib plus the LP of the Staysail must not be greater than the rated LP of the boat. Yawl and Ketch rigged vessels may carry mizzen staysails.
13.2 Sail material such as Polyester, Dacron and Mylar is allowed. Use of “aramid” fibers (such as Kevlar, Technora, and Vectran, etc.) shall not be allowed except on the reinforced areas of the main. Carbon fiber sails are not allowed.
14. Amendments and Notices
Amendments to these conditions and to the sailing instructions will be posted on the Official Notice Board. Code Flag “L” will be displayed on the mast of the yacht club hosting the race, with one sound signal. These signals and postings will be made no later than two (2) hours prior to the scheduled start of the race in which the amendment is to take effect.

Race III – before race at PYC, after race at NOYC
Race IV & V- at NOYC
Race VI & VII -at SYC
16. Safety
A boat which withdraws from a race or leaves the racing area must notify the Race Committee.
Each skipper has the sole responsibility for the safety of the crew and the seaworthiness of his boat. Neither the establishment of the general conditions, Sailing Instructions, the Racing Rules of Sailing (RRS) 2001-2004 shall in any way limit or reduce the complete and unlimited responsibility of the skipper. The entry form constitutes the skipper’s acceptance of these conditions. All boats must be in compliance with the United States Coast Guard’s required safety equipment. Notwithstanding these requirements, the Committee strongly recommends compliance with the requirements of Category 3 under ORC Special Regulations.
17. Protests
The date and time of protest hearings will be posted on the Official Notice Board along with the time that the Committee boat reaches the dock. Protests must be submitted to the Race Committee one hour after the Committee boat docks. A boat intending to file a protest must notify the Race Committee upon finishing or at the first reasonable opportunity.
18. Skipper’s Meeting
The Skipper’s Meeting will be held at Pontchartrain
Yacht Club at 1930 hours on
